Health Insurance by the National Office of Social Insurance

According to the legislation in the field health insurance is the main financing system that provides access to basic services for insured persons and aims at promoting health, preventing illness and improving the quality of life. They are mandatory and function as a unitary system.

More programs, strategies, and policy-legislative measures aim to keep the health of the population in healthy communities under control. The Ministry of Public Health is the central authority that controls and promotes public health, as public health assistance is part of the public health system, according to the government-approved health policies.

The Health Insurance System aims at:

· providing the cost of medical services in the event of illness or accident for persons enjoying insurance.

· offering universal, fair and non-discriminatory treatment in the conditions of efficient use of the National Health Insurance Fund for all insured persons.

The advantage of people who want to conclude an insurance policy is that they have the right to choose any insurer they like. Those who prefer to conclude health insurance to cover individual risks in special situations, besides services covered by mandatory health insurance, can apply for a complementary insurance.

The beneficiaries of social health insurance are all Romanian citizens residing on the territory of our country, as well as persons of another nationality with the right of temporary or permanent residence in Romania. Every citizen is required to prove their contribution to the Social Health Insurance Fund if they want to enjoy the medical services they have contributed to.
